New York’s long-awaited 9/11 Memorial is supposed to open in just a couple months, but officials still need another $3 million to finish the thing—and Port Authority says it won’t pay. “I’m going down to City Hall today to make it clear that somebody else is going to have to find the $3 million,” Port Authority Executive Director Chris Ward tells the New York Post.

The money would go to finish such essential elements as a security fence and a visitor check-in area. Port Authority has already kicked $4 million into the project, with state and federal governments chipping in another $5 million. “It’s an enormously complex operation,” Ward said. “You’re seeing construction estimates change and grow over time.” (More Port Authority of New York and New Jersey stories.)
