Why, you ask? Because the two countries couldn't agree on who would lead their respective delegations, the AP reports. Seoul wanted each country's top official for inter-Korean affairs to meet; Pyongyang wouldn't sign off on that plan, and ultimately balked at sending any of its officials because of the disagreement, a spokesperson for South Korea's Unification Ministry says.
