The cash is being discovered in the powder rooms of government offices, along with notes enjoining the lucky gentleman who finds the wad to "do only good deeds."

Officials are stumped, but crack handwriting analysts have profiled the backwards bathroom bandit as a mentally ill person with strong religious beliefs. Meanwhile, the search for the mysterious philanthropist edged out parliamentary elections in Japanese news last night.
